Is a police applicant more desirable if they live in the area they would patrol?

I live in a relatively small city (pop. 15,000) of 3 sq. miles, so each officer patrols the whole city rather than a "beat". I'm considering applying to the department and wonder my residence in the "bad" side of town (where most patrolling occurs) will be advantageous. Thanks in advance for the responses!
