Is it fair that my father can do this?

My father came back from Iraq recently and he's not in the military, he just dopes logistics. But anyways he has not spent any time with the family. The only thing he has done is come to my graduation that's it. He has been going out almost every night getting drunk, and then when he's at home he is drinking constantly and I can't have a serious conversation with him. I dread him coming home from Iraq because he will always get drunk either at home or with his stupid friends and it's really making me angry not only towards him but his friends. I know he just came home from Iraq but before he got this job, he was always drunk at home and always going out with friends for hours. What am I to do. He won't listen
